General availability: Read scale-out support for Azure SQL Database
Azure SQL Database's read scale-out support in the Premium and Business Critical service tiers are now generally available.

The 19.03 release marks the beginning of a planned release schedule of one major feature release and two minor quality releases per quarter.
REST based Client library and PowerShell module in preview
REST based Client library and PowerShell module for Service Fabric is currently in preview. This HTTP REST based client enables running PowerShell and Azure CLI to manage your cluster(s) without installing the Service Fabric SDK.
Azure Resource Manager (ARM) application and service deployment

Service Fabric node-by-node cluster upgrades are now in development
Enable more granular upgrades than just standard five Upgrade Domain (UDs), so that individual nodes or UDs of different sizes can be chosen when performing application and cluster upgrades.

Low Priority VM support is now in development
Low Priority VM Scale Sets have no SLA, so are suitable only for scenarios where workloads can handle virtual machines being removed from the cluster with short/no notice at the benefit of reduced costs.

New tool available to migrate from classic monitoring alerts

Classic alerts are scheduled to retire, and now you can automatically migrate them to the new Azure Monitor platform.
Greater storage capacity and performance with new Azure Disks SKU
New Azure managed disks SKUs for Premium SSDs, Standard SSDs and Standard HDDs will reach up to 32TiB (32,767 GB). Performance will now reach up to 20,000 IOPS and 900 MBps on Premium SSD Disks
