Service Health Notifications added to the Management Portal

Azure Incident Notifications now displayed within the Azure Management Portal. Customers will see a toast in the Portal for the following major types of ongoing (i.e. “Active”) incidents, with the option to open a pop-up with more information about the incident.

- Full Service Interruption
