Budgets in Cost Management now accounts threshold edits and alert limits above 100%

Budgets in Cost Management help you to plan for and drive organizational accountability. With budgets, you can:
- Account for the Azure services you consume or subscribe to during a specific period
- Help you inform others about their spending to proactively manage costs
- Monitor how spending progresses over time
Until recently, Budget evaluations fired only once per budget period. What this meant was that if you edited a budget threshold or alert %, the budget would be triggered only in the next evaluation period. With the update to Budgets evaluations, we will now fire an alert for the SAME evaluation period if you increase the threshold or alert % after your budget has already been triggered.
Additionally, Budget evaluations allowed you to set a maximum threshold of 100%, but if you have internal cost margins that allow you to have a threshold above 100%, we now allow you to set a Budget alert above 100% to a maximum of 1000%. The alert thresholds also support decimal values with a range from 0.01 to 1000%.
