Public preview: Functions upgrade in Azure Monitor log analytics

A function is a log query in Azure Monitor that can be used in other log queries as though it's a command. Functions allow developers to provide solutions to different customers and for you to reuse query logic in your own environment.
We have enhanced functions with the following:
- A new functions experience, integrated with log analytics side bar, allowing for easier discovery and usage of functions.
- Solution functions (pre-built Azure Monitor functions) that are used in solutions and insights.
- Workspace functions now support parameters, enabling you to create your own functions with parameters to drive faster insights in log analytics.
