Microsoft offers various programs and benefits to help you get the most value from licenses on-premises and in the cloud. The Azure Hybrid Use Benefit lets you apply your Windows Server licenses covered with Software Assurance to use Azure Virtual Machines at the base compute rate, starting February 1, 2016.
The base compute rate used to calculate the Azure Hybrid Use Benefit is equal to the Linux rate for virtual machines.
Every Windows Server Standard or Datacenter customer with Software Assurance is eligible for AZURE HYBRID USE BENEFIT and can start deploying VM’s utilizing this benefit. AZURE HYBRID USE BENEFIT is not restricted to any specific licensing program. The main customer requirement is to have an active Software Assurance.
The Azure Hybrid Use Benefit is applicable to Windows Server Standard and Datacenter Editions. Both Datacenter and Standard Edition are entitled for two instances up to eight cores, or one instance up to 16 cores. Once Azure Hybrid Use Benefit is assigned to Azure, the license entitlement for Standard Edition cannot be used on-premises. Datacenter Edition’s benefits allow for the simultaneous usage of Datacenter on-premises and the Hybrid Use Benefit.
Enterprise Agreement customers are now able to deploy pre-built AZURE HYBRID USE BENEFIT Windows Server images that they can access straight from Azure Marketplace or deploy them using their favorite client tools such as Azure PowerShell, Azure CLI – Command Line Interface or through the Azure SDKs.

The Azure Compute pre-purchase plan offers you discounts up to 63 percent off standard prices on virtual machines in Azure, for an upfront pre-purchase of 12 months of a particular instance (instance family, size, region, and operating system).

The Azure Compute pre-purchase plan is available globally, including US Gov, with the exception of China. However, we plan to introduce the offer in China in the near future.

The Microsoft Azure Compute Option is a limited-time offer that lets you use Azure compute resources flexibly and cost-effectively. When you purchase the add-ons to your on-premises Windows Server licenses, you’ll receive up to 60 percent off of Azure Compute.
To be able to use the Microsoft Azure Compute Option, you must enroll in a Server and Cloud Enrollment with the CIS component selected. This means that all Windows Server deployments on-premises will be covered with a CIS license (an annuity license including Windows Server and Microsoft System Center).
The Microsoft Azure Compute Option is currently available worldwide, including Azure Gov, with the exception of China.
The Microsoft Azure Compute Option applies to both IaaS virtual machines and PaaS Cloud Services instances. After your initial add-on purchase, you can deploy whatever compute instances you need, receiving significant discounts on all usage up to your entitlement (which is determined by the number of add-ons you purchase).
