Public preview: Azure Monitor Logs - create granular level RBAC for custom tables

Today, data access control can be managed at the workspace level, resource level and table level but only for standard Azure tables. Currently, custom tables support only an “all or nothing” permission method. The Log Analytics product team added two additional capabilities to enable workspace admins to manage more granular data access, supporting read permission at the table level both for Azure tables and customer tables.
