New networking features available in most regions

The new networking features that were announced at TechEd Europe 2014 are now generally available in all regions except China North and China East. These new networking features include:
- Network security groups
- Forced tunneling
- Multiple network adapter support for selected virtual machine sizes
- High-performance VPN gateway size
- Source IP affinity
- Advanced Virtual Network Gateway policies for virtual networks
