Public preview: IoT Edge Metrics Collector module 1.0.1 release

IoT Edge Metrics Collector module release 1.0.1 is now available in the Microsoft container registry at mcr.microsoft.com/azureiotedge-metrics-collector:1.0.1
It contains the following changes and is a recommended update for all customers:
- .NET June security and reliability udpates
- Ability to specify Azure Domain to enable sending metrics to Azure government and regional clouds. See https://aka.ms/edgemon-config for details.
Note: Rolling tags '1.0' and 'latest' have been updated to point to the new version. If your existing deployment uses these rolling tags, please update to specific tag '1.0.1' to ensure all your deployed devices are updated.
