General availability: Skip X.509 certificate proof of possession for IoT Hub and DPS

Starting today, proving possession for uploaded X.509 certificate is no longer required for both IoT Hub and Device Provisioning Services (DPS). This means device operators who don't necessarily have access of the certificate authority (CA) or private key can now use X.509 authentication, making better security more accessible.

To skip proof of possession, check the optional box to “Set certificate status to verified on upload.”
