General availability: Azure HDInsight API version updated

Now in general availability, HDInsight 2021-01-01 API adds a number of new features including availability zones, private link, and private endpoint configuration. This new HDInsight, 2021-06-01, can be enabled on any new or existing clustering in seconds, with zero downtime.
