Azure DevOps Server 2019 requires an Azure DevOps Server license and a Windows operating system license (Windows Server recommended) for each machine running Azure DevOps Server, plus a client access license (CAL) for each person connecting to Azure DevOps Server. CALs aren’t required for users who just access work items on Azure DevOps Server. Simply assign these users stakeholder access, at no cost.
Many Azure DevOps Server extensions are free, and others are included with Visual Studio Enterprise subscriptions. If you don’t have Visual Studio Enterprise, you can pay for these extensions monthly.
Test Manager, Package Management, Private Pipelines, and other Azure DevOps Server extensions can be purchased separately.
