With Azure DevOps Server 2019 you can either pay month-to-month through Azure or you can buy classic software licenses which requires a 3-year commitment. With either option, you’ll also need Windows or Windows Server licenses for the servers running Azure DevOps Server 2019.

Buy Visual Studio subscriptions for the server license (and one user CAL)

  • Visual Studio subscriptions include a server license for Azure DevOps plus an individual CAL for the subscriber.

Step 2

Buy Azure DevOps Services for user CALs


  • Azure DevOps users each have a server CAL and can connect to any Azure DevOps Server in your organization
  • Extensions like Test Plans and Package Management and additional Private Pipelines can be purchased through the Visual Studio Marketplace.

To purchase or renew traditional server licenses or CALs for Azure DevOps Server, place an order through your authorized Microsoft software reseller.
