The H-series is a new family specifically designed to handle high performance computing workloads such as financial risk modeling, seismic and reservoir simulation, molecular modeling, and genomic research. They are based on the Intel Xeon E5-2667 v3 Haswell 3.2 GHz (3.6 GHz with turbo) with DDR 4 memory. Turbo is always on for H-series instances. Two of the H-series configurations (H16r, H16mr) also carry a second low latency, high-throughput network interface (RDMA) optimized and tuned for tightly coupled parallel computing workloads such as MPI applications.

Dv2-Series instances are the next generation of D-Series instances that can be used as virtual machines or cloud services. Dv2-Series instances will carry more powerful CPUs which are on average about 35% faster than D-Series instances, and carry the same memory and disk configurations as the D-Series. Dv2-Series instances are based on the latest generation 2.4 GHz Intel Xeon® E5-2673 v3 (Haswell) processor, and with Intel Turbo Boost Technology 2.0 can go to 3.2 GHz. Dv2-Series and D-Series are ideal for applications that demand faster CPUs, better local disk performance, or higher memories, and offer a powerful combination for many enterprise-grade applications.

Maybe. If the status says “Stopped (Deallocated),” you’re not being billed. If it says “Stopped Allocated,” you’re still being billed for allocated cores.
State Billed Details Starting Yes The initial starting state of cloud services as they are going through the boot cycle. This period is billed as the cloud services are running. Running (Started) Yes The running state of the cloud services. Stopped Yes A “Stopped” cloud service only stops the role host processes running in the VMs, but the VMs are still running and you are billed for allocated cores.
Note—To put a cloud service in a “Stopped” state, use the “Stop” option from the Microsoft Azure portal.Deleted (Deallocated) No Cores are no longer allocated to the cloud services and are no longer billed.
Note: The only way to stop all VMs in a cloud service is to delete both the staging and production deployments. -
Cloud services are billed based on the duration of time your service was deployed for. If your instance was deployed for less than an hour, or multiple hours plus some fraction of hour, you will be charged for that duration only. Azure does not round up the partial hour to full hour for billing—you pay for exactly the duration of time that your cloud services instance was in "running" state.

Previously, all usage for A0, A2, A3, and A4 Azure Standard and Basic Cloud Services was emitted as fractions (for A0) or multiples (for A2, A3, and A4) of A1 Azure Cloud Services meter minutes. We heard this caused some confusion for our customers, so we’ve implemented a change to assign per-minute usage to dedicated A0, A2, A3, and A4 meters starting on January 11, 2016. As a result of this transition, the resource GUIDs for A0, A2, A3, and A4 Azure Cloud Services will change. If any of your billing routines rely on the resource GUIDs, they’ll need to be modified to take these new billing meters into consideration.
