General availability: Azure SQL updates for late-August 2023

In late-August 2023, the following updates and enhancements were made to Azure SQL:  

• External REST endpoint invocation is now GA.  Seamlessly integrate Azure Services (Functions, OpenAI, PowerBI, and more) directly from an Azure SQL Database with External REST endpoint invocation. A simple line of code puts the power of Azure directly inside your Azure SQL Database.
