Microsoft Entra SCIM APIs use a consumption‑based pricing model, where you are billed based on the number of API requests you make. Each SCIM API request is billed as a single transaction, allowing you to align costs directly with your actual provisioning and lifecycle automation usage.

A billable transaction corresponds to a SCIM API request sent to the Microsoft Entra service that results in an HTTP response with a status code in the 2xx range or 404 (Not Found).

A PATCH request is billed as a single transaction, even if it includes multiple attribute updates or operations within the same request payload. This means customers are charged once per PATCH call, not per attribute or internal update performed by the service.

Yes. In addition to usage‑based charges, tenants must have an active Microsoft Entra paid subscription (such as Entra ID P1 or P2, or qualifying Microsoft 365 or EMS plans) to use the SCIM APIs. Usage charges are applied on top of the eligible subscription and are based solely on API consumption.
