General availability: Zone-redundant storage

Azure Storage includes locally redundant storage, geo-redundant storage, and read-access geo-redundant storage. Locally redundant storage has multiple replicas in a region, and geo-redundant storage has multiple copies replicated across two regions. Now we're adding zone-redundant storage, which has multiple copies replicated across two to three facilities.
