Versions no longer required for Key Vault references in App Service and Azure Functions

References without a version will now be periodically checked for staleness. When a new version of a secret is found, it will be updated automatically by the platform. Users may simply remove the version from the reference to begin leveraging this capability. No further configuration is required.
Key Vault references allow the app to use a system-assigned managed identity to resolve secrets from Azure Key Vault and expose them as environment variables. This allows teams to easily move secrets into management without code changes.
