General availability: VNet peering

VNet peering is now generally available in all Azure regions, including these:
- Germany Central, Germany Northeast
- US Gov Central, US Gov East
- China North, China East
VNet peering has been generally available in all other regions since September 28, 2016. For details, see the VNet peering documentation.
Billing for VNet peering started on November 1, 2016. For details, see Azure Virtual Network pricing.
