Generally available: A new and improved alert rule creation experience

The Azure portal experience for creating an alert rule has been simplified and converted into a step wizard, which is now generally available. The main benefits of this new experience are:
- Breaking the flow into smaller logical steps, making it easier to follow.
- Support for creating resource-centric log alert rules from the Azure Monitor > Alerts experience (previously this was only possible when initiating the alert rule creation from the resource’s logs screen).
- Simplifying the content to help complete the flow more easily.
- Aligning with the portal’s design pattern for resource creation
