Traffic Manager support for weighted traffic distribution

Azure Traffic Manager’s round robin load-balancing method now supports weights. Combine this with support for external endpoints and explore a ton of new scenarios, including distributing traffic in hybrid scenarios between on-premises and the cloud.This feature is available via our APIs and PowerShell.
