Public preview: Stop/start functionality for Azure Database for MySQL

Preview support of database stop/start functionality for Azure Database for MySQL is now available. This allows you to reduce costs when the databases are not being used by stopping the database server when not in use (during non-business hours) and resuming when it's back online.
