Scheduler Premium tier and updates to Standard tier

Check out two new updates for Azure Scheduler:

• Scalable Standard tier. Scale up to 10 Standard units, and create up to 100 job collections (10 job collections per unit).
• New Premium tier. Receive 10,000 job collections per month with every Premium unit.
