General availability of user-assigned managed identities for App Service and Azure Functions

A managed identity from Azure Active Directory allows your app to easily access other AAD-protected resources such as Azure Key Vault. App Service and Azure Functions have had generally available support for system-assigned identities, meaning identities that are tied to the life cycle of the app resource. Now, you can also use user-assigned identities, which are modelled as their own resource and have an independent life cycle.
