Generally available: Stream Analytics query development improvements

New updates to the Stream Analytics portal experience include:
- New get started experience: Familiarised yourself with Stream Analytics and the steps to set up your job.
- Improved edit experience: Edit your inputs and outputs without leaving the SQL query editor. Or directly jump to the target resource if needed.
- Output schema mismatch detection allows you to know whether the test results of your query matches what your Azure SQL Database table expects.
