Load Balancer is offered as an Azure Resource Manager resource with two SKUs and each is available as a public or internal Load Balancer. Load Balancer is not available with Basic Virtual Machines.
The Basic Azure Load Balancer is free of charge. The Standard Azure Load Balancer has a charge associated with it.
US government entities are eligible to purchase Azure Government services from a licensing solution provider with no upfront financial commitment or directly through a pay-as-you-go online subscription.

Azure Germany is available to customers and partners who have already purchased this, doing business in the European Union (EU), the European Free Trade Association (EFTA) and in the United Kingdom (UK). Standard Load Balancer
The Standard Load Balancer offers customers several benefits over the Basic Load Balancer:
- More flexible and larger back-end pools
- HA Ports rules for scale and resiliency of Network Virtual Appliances and other scenarios
- AZ scenarios including cross-zone load balancing, automatic zone-redundant frontends and outbound flows with a single regional IP address
- Integrated monitoring (traffic counters, health probe, TCP connection attempts, outbound connections) and continuous data plane health measurements
The pricing for Standard Load Balancer is based on number of rules configured (load balancer rules and NAT rules) and data processed.
However, there is no hourly charge for the Standard Load Balancer itself when no rules are configured.

Additional rules: $-/rule/hour
NAT rules are free.

Classic public load balancing
Every cloud service has a free public Basic load balanced IP frontend. If you want to load balance on multiple frontends, you can get additional frontend IPs at a nominal charge as outlined here.
You can assign up to five additional IPs to your cloud service.
Classic internal load balancing
Load balancing between virtual machines that reside inside of a virtual network (internal load balancing) is free of charge.
