General availability: SQL Database Advisor and Performance dashboard

SQL Database Advisor and the Performance dashboard are now generally available in the Azure portal. 

Database Advisor helps you to improve the performance of your databases by providing intelligent tuning recommendations that are based on historical usage. Database Advisor replaces the former Index Advisor feature and brings two new types of recommendations:

1. Initial release of FIX SCHEMA ISSUES recommendations (in preview)
2. Initial release of PARAMETERIZE QUERIES recommendations (in preview)
