New button for publishing Machine Learning web services

As of July 18th, the workflow for creating and publishing an Azure Machine Learning web service has changed.A new button called Set up Web Service replaces the functionality of three previous buttons:

• Create Scoring Experiment
• Prepare Web Service
• Publish Web Service
