General availability: Zone redundant configuration for Azure SQL Database in additional regions

The zone redundant configuration for Azure SQL Database is now generally available in three additional regions:
- Canada Central
- West US 2
- North Europe
The full list of supported regions can be found in this table. The zone redundant configuration is available for Azure SQL Database in the Premium and Business Critical service tiers.
