General availability: Azure SQL updates for late-September 2023

In late-September 2023, the following updates and enhancements were made to Azure SQL:
Your max log rate on SQL Managed Instance Business Critical is now doubled.
You can now restore backups from Amazon S3 to Azure SQL Managed Instance.
