General availability: Azure Network Watcher in all public regions

Azure Network Watcher is now generally available in all public cloud regions.
Network Watcher is a regional service that you can use to monitor and diagnose conditions at a network scenario level in, to, and from Azure. Diagnostic and visualization tools available with Network Watcher help you gain insights into your network. This service includes packet capture, next hop, IP flow verify, security group view, and NSG flow logs.
