Public preview: AKS start/stop cluster feature

The AKS start/stopcluster feature is now in public preview. This feature allows AKS customers to completely stop an AKS cluster and pick up where they left off later with a switch of a button, saving time and costs. Previously, a customer had to delete and redeploy a cluster and all its workloads in order to save costs or keep it running with a low footprint to avoid re-deployment, adding to operations time or wasting compute resources. The start/stop feature keeps cluster configurations in place, stopping their control plane and agent nodes while allowing customers to pick up where they left off without reconfiguring the clusters.
