Developer tier
The Developer tier is recommended for evaluation, development and test scenarios. It includes all the functionality of the standard tier but is limited in processing power, QPUs and memory size. The developer tier does not offer an SLA.

Basic tier
The basic tier is a general-purpose tier and recommended for production solutions with small Tabular models, limited user concurrency and simple data refresh requirements.

Standard tier

Scale out instances can be added to a primary instance for faster data and query processing. Scale out instances are priced at the same rate as primary instances.

A Query Processing Unit (QPU) in Azure Analysis Services is a unit of measure for relative computational performance for query and data processing. A standard tier S4 instance (offers 400 QPUs) provides four times the computational performance of a standard tier S1 instance (offers 100 QPUs). As a rule of thumb, 1 virtual core approximates to roughly 25 QPUs, although the exact performance depends on the underlying hardware and the generation of hardware used.

You can change performance levels within a tier. For example, you can move from an S2 to S4 seamlessly or vice-versa. You can also move from a lower tier to a higher tier but not vice-versa. For example, you can move from basic to standard tier or developer to Basic tier, but you cannot move from a standard to basic tier or basic to developer tier.

Azure Analysis Services bills on a predictable hourly rate based on both the service tier and performance level for a single instance. Actual usage is computed to the second and billed hourly. For example, if an instance exists for 12 hours and 15 minutes in a month, your bill will show usage of 12.25 hours. If your instance is only active for 6 minutes, your bill will show usage of 0.1 hour.
