Updated Notification Hubs pricing

New pricing for Notification Hubs takes effect on September 1, 2014, and includes changes to our existing pricing tiers. With a per-push price reduction of at least 95 percent for Basic tier and 50 percent for Standard tier, most customers will see a decrease in pricing.
