Public preview: Expanded feature regional availability for standard network features

Feature regional coverage continues to expand for Azure NetApp Files standard network features. The following regions are standard network feature additions: Australia Central, Australia Central 2, Australia Southeast, East US 2, France Central, Germany West Central, North Europe, West Europe, West US 2, and UK South.
