Azure Sphere: Update to the 18.11 release

Today, the Azure Sphere team is releasing an update to the 18.11 release. This will be an Azure Sphere OS release only and will be released via over-the-air update. There will be no update to the Azure Sphere SDK. This release brings improved Wi-Fi reliability. Please see the release notes for more details.
Our next feature release is scheduled for February. More information will be available as the February release date nears.
