Start/Stop VMs during off-hours in Azure Automation has been updated

The update to this Azure Marketplace solution includes:
- Email functionality now uses Azure alerts and action groups. SendGrid is no longer part of the solution.
- All dependent modules have been upgraded to the latest version.
- Runbooks have been refactored to remove legacy cmdlets.
