Public preview: Support for private links available on the new agent

Support for private virtual network configurations via private links on the new Azure Monitor agent is now inpublic preview. You can operate in restricted environments that need special networking requirements and isolation from the public internet. More information below:
- It’s configured using a new resource type called Data Collection Endpoint (preview), which must be created and ‘associated’ to the respective machines with the new agent installed
- It leverages the use of Azure Monitor Private Link Scopes (AMPLS)
- It can only be configured for data being sent to Azure Monitor
