Azure SQL Database modified server quota policy

With the general availability of the Basic, Standard, and Premium service tiers, we’ve updated the SQL Database quotas applied to servers. Each server now has a quota of 1,600 DTUs for Basic, Standard, and Premium databases. As a database is created or scaled, resources are allocated from this quota based on the DTU rating of the database service tier/performance level, which reduces the number of DTUs available on that server. The quota of 150 databases per server still applies to Web and Business databases.
