Service Fabric Mesh preview - spring update for features in development

Mesh is being updated to include the following:
- an integration with Managed Identities
- support for Windows Server 2019 and 1809 containers
- improved monitoring for applications
With this release, billing will be enabled at a 50% discount since the service is still in preview.
