Azure CLI support for Azure Database for MySQL read replicas

You can now create and manage read replicas by using the Azure CLI. Read replicas (currently in public preview) allow read-heavy workloads to scale beyond the capacity constraints of one server and be balanced across replica servers according to users' preference.
