Azure Autoscale generally available in China North 2 and China East 2 regions

Autoscale is now available in the China North 2 and China East 2 regions, in addition to other regions previously announced.
Autoscale allows you to have the right amount of resources running to handle the load of your application and maintain elasticity. It does so by adding resources with the increase in load and removing resources that are sitting idle thus reducing the cost to you.
