Create a load-balancer with a Public IPv6 address

This template creates an Internet-facing load-balancer with a Public IPv6 address, load balancing rules, and two VMs for the backend pool.

dnsNameforIPv4LbIP DNS prefix for IPv4 IP Address of the load balancer. It must be lowercase and match the regex: ^[a-z][a-z0-9-]{1,61}[a-z0-9]$.
dnsNameforIPv6LbIP DNS prefix for IPv6 IP Address of the load balancer. It must be lowercase and match the regex: ^[a-z][a-z0-9-]{1,61}[a-z0-9]$.
