What are the criteria for publishing a solution in Azure Marketplace?

Azure Marketplace publishers must offer software that is targeted to IT Pros or Cloud Developers and can be used to build an application on Azure. Publishers must provide a customer Service Level Agreement and privacy policy, as well as phone and online support. Various workloads have additional requirements.
