Azure Batch Service adds job preparation and release task support

Azure Batch Service added job preparation and release task support. For more information, see Introducing Job Preparation and Release Task on Batch Service. The Azure Batch Client library has been updated to Microsoft Azure Batch 1.3.0 to expose the new interface.
