General availability: VNet peering

VNet peering is now generally available in all Azure regions, except these:
- Germany Central, Germany Northeast
- USGov Central, USGov East
- China North, China East
VNet peering was in public preview since August 1, 2016. For details, see the VNet peering documentation.
Billing for VNet peering will start on Novemeber 1, 2016. For details, see Azure Virtual Network pricing.
