Azure IOT Central meter IDs will change on 3 February 2020

Effective from 3 February 2020, the meter IDs of Azure IoT Central will change based on the number of message allocations. The Overages Messages meter ID will change as well. Modify your billing routines that rely on meter IDs. Your pricing may also be affected. See the pricing page for details.
