REST-based Client library and PowerShell module for Service Fabric is currently in preview. This HTTP REST-based client enables the running of PowerShell and Azure CLI to manage your cluster(s) without installing the Service Fabric SDK.

Azure Resource Manager (ARM) application and service deployment is currently in preview. This feature https://docs.microsoft.com/azure/service-fabric/service-fabric-application-arm-resource will be generally available in the v6.5 runtime release of Service Fabric.
Service Fabric node-by-node cluster upgrades are now in development
